Meet the team.

Our national leadership consists of committed Christians who have made significant contributions to the law enforcement community. Our support personnel are dedicated to reaching and spiritually equipping officers nationwide for Christ. Each one brings a unique set of skills and expertise to our organization.

Executive Director and Board of Directors

Paul Lee
Executive Director

Paul has served as Executive Director of FCPO-USA since 2014. He is a retired Chattanooga Police Department Captain, with 29 years of law enforcement service. He has worked on several specialized units including Federal Task Forces, five years as a Hostage Negotiator and five years on the SWAT Team. Paul has been an FCPO member since 1995, is a former Chapter Chairman and has served in various capacities on the National Board. Paul and his wife Donna have five adult children and four grandchildren.

Jeff Caponera
President

Jeff Caponera is a seasoned law enforcement professional with over 28 years of experience. He is the current Chief of Police in Grafton, Wisconsin, and previously served as Chief of Police in Anna, Texas. He holds a Bachelor's in Public Administration from Regis University in Denver and graduated from the FBI National Academy Session 276. Jeff serves on several committees and boards, including the FBI National Academy Associates Community Engagement Committee and the Wisconsin Department of Justice's Committee on Elder Abuse. He is the father of two adult sons, one of whom serves in the USAF.

Robbin Wilkins
Vice President

Robbin Wilkins retired as a Lieutenant from the Salt Lake County District Attorney's Office in Salt Lake City, Utah after 30 yrs. of service to the community. She founded a local Police Athletic League chapter in Salt Lake City for children whose parents couldn't afford local parks and recreation programs. In 2016, she founded E-Met Forensic Investigations, which provides investigative services to the legal community. Robbin joined the FCPO-USA National Board of Directors in 2018.

Will Bryan
Secretary

William Bryan is a 17-year veteran of law enforcement, all within the Clayton County, GA law enforcement community. He spent 7 years with the Clayton County Police Department, leaving as a detective, serving on the Honor Guard, Traffic Unit, and as a Field Training Officer. He is now employed with the Clayton County District Attorney’s Office as an investigator. He is actively involved in the Men’s ministry at First Baptist Church of Jonesboro. He has been happily married to his amazing wife, Kelli Bryan, for 16 years. The Lord has blessed them with two wonderful children, Grant, and Harper.

Scott Kostohryz
Treasurer

Sergeant Scott Kostohryz has served with the Moorhead, MN PD since 2004 after 4 years with the Mankato, MN Dept. of Public Safety. While in his current role, he has assisted in leading the School Resource Officer Program, Honor Guard, Field Force, and Defensive Tactics. He also served in Investigations from 2017-2019. Additionally, Scott was instrumental in establishing the nonprofit Moorhead Police Athletics and Activities League. During his career, Scott has earned three Moorhead Police Lifesavings Awards. He and his wife Heather have three children.

Charles Gilliland
Board Member

Chuck is a retired Dallas/Ft. Worth Airport PD Sergeant and a graduate of Tarleton State University, where he studied criminal justice. He also holds a Master of Biblical and Theological Studies Degree from Dallas Theological Seminary. In addition to being a past president of FCPO-USA, Chuck has also authored and published the Through the Eyes of a Cop daily devotional book series and has released a series of video daily devotionals. He also writes the daily devotionals that appear on this website and on FCPO-USA social media.

George Betscha
Board Member

George Betscha has served as a sworn law enforcement officer since 2014. During his tenure, he has been employed with multiple municipal agencies and is currently serving as a Detective with the FL Department of Financial Services, Division of Investigative and Forensic Services. George was awarded two life-saving awards and was the 2019 Officer of the Year for the Sewall’s Point Police Department. He is a Florida Certified Law Enforcement Instructor and Florida Certified Field Training Officer. George has been a member of FCPO since 2019 and serves as Chairman for his local chapter. He lives in South Florida with his wife, Rachael, and their son.

Bob Faubel
Board Member

Bob is a retired officer from the Police Department, in Danbury, CT. He served in Law Enforcement for about 25 years as a Special Officer, Deputy Sheriff for the court system, and a full-time officer for the Uniform Patrol Division. He also served in the training division as a pepper spray instructor and a video training instructor. Bob was a pioneer in establishing video recording in patrol cars. He has his degrees in Psychology, and Theology and is a licensed police chaplain. He has authored and published his biography describing his journey from atheism to Christianity. Bob also served in the US NAVY and presently is on staff at his church as security manager.

Jean Flynn
Board Member

Jean is a retired Lieutenant who served over 35 years with the Chicago

Police Department. During the course of her career, she served in various roles including patrol, tactical team, narcotics unit, neighborhood relations, detective division, and training division. She attended her first FCPO meeting in June 2016, has been a member since April 2017, and currently serves as the treasurer for Chicago

Chapter 26. In 2018, she co-started the Chicago Police Women’s Bible study, and began a Friday prayer service for police recruits alongside the Chicago Police Chaplains Unit in January of 2019. Jean is a member of the Belmont Assembly of God Church where she teaches Awana to 2nd graders. Along with her dedicated career and love of God, she is also a proud mom to son Thomas and daughter Jeanette.

Mark Yates
Board Member

Mark is a Chattanooga businessman with a heart for law enforcement. He is a CPA, Certified Treasury Professional and Corporate Officer. He has been a board member of several non-profit 501c(3) organizations, Trustee of a charitable foundation, and chairs an Atlanta based leadership foundation. He has experience in taxation, budgeting, and cash flow planning. Earlier in his career he acquired and oversaw Public Safety stores in two major southern cities. Mark regularly studies and trains with law enforcement friends in his over 52 years of martial arts. He is a student of scripture, teaching Sunday School classes and discipleship courses for many years. Mark and the love of his life, Mary, have been married for over 40 years, with three adult children and three precious grandsons.

Charles Urgo
Board Member Emeritus

Chuck is a retired Lieutenant with the Chicago PD, having served as a Patrol Officer, Detective, Patrol, Tactical and Neighborhood Relations Sergeant, Field Lieutenant and Watch Commander over a career of more than 32 years. He was the first president of FCPO Chapter 26, chartered in 1977, and currently serves as an Elder in his church. In recognition of his many years of dedicated service to FCPO, Chuck was elevated in April, 2023 to the position of Board Member Emeritus. He and his wife Carol have two adult children and three grandchildren.

National Headquarters Support Staff

Ivette Diaz

Administrative Assistant

Ivette, a graduate of Tennessee Temple University, became the National Headquarters Administrative Assistant in 1994 after her husband Harold, at that time a Chattanooga Police Officer, heard about the opportunity at an FCPO meeting. She handles a wide variety of tasks, ensuring efficient operation of the National Office and that interactions between FCPO and others are positive and productive. Ivette and Harold have three adult daughters and three grandchildren.

Melanie Goccia

Donor Relations Specialist

Melanie Goccia joined the FCPO team in July of 2023. She became familiar with FCPO through her husband, Aaron, who is a chaplain for the Chattanooga Police Department. They have two teenage boys, which she homeschools. Melanie has served in ministry in various capacities for the last 20 years and is excited to see how God may choose to use her in the ministry of FCPO-USA. Her primary tasks will be working with our donors and assisting in fundraising. 



Steve Rogers

Communications Specialist

Steve has been involved in nonprofit Christian ministry for over 3 decades, coming to the FCPO-USA National Headquarters in 2015. Most of his responsibilities are behind the scenes, primarily in the digital world, having over a decade of website management experience prior to coming to FCPO. He is the primary administrator of the FCPO-USA website and social media platforms, in addition to writing and editing a variety of other media materials for the organization. Steve and his wife Amy are lifelong residents of the Chattanooga area.

Lisa Lynn

Women's Ministry

Lisa became the Women's Ministry Director in 2022. Lisa is married to Jeremy, a police officer of over 15 years currently serving as corporal detective for his police department in the St. Louis area. Having a Master’s Degree in Education, she teaches a fourth grade class at a local school. She has served in various capacities at her church and also has a part-time bookkeeping job. Lisa is committed to coming alongside peace officer wives to strengthen their relationship with the Lord and their spouses and to equip them to reach others for Him.
